Place cauliflower on a baking sheet. Drizzle with 1 tablespoon olive oil and toss to coat. Bake for 20 minutes, remove from the oven and stir. Bake for another 20 minutes. Remove from the oven and let cool.
Combine the roasted cauliflower, 2 tablespoons olive oil, garlic, tahini, lemon juice, salt and pepper in a food processor. Process until smooth. Add water, one tablespoon at a time, for a thinner consistency, if desired.
Scoop hummus into a bowl. Drizzle with additional olive oil and sprinkle with smoked paprika, if desired. Serve with fresh vegetables or pita chips.
